You can only measure RTO and RPO if you perform regular restores to see what the measurement would be. The only tool that you can use to monitor a calculated RPO and RTO is a stopwatch.

If you're looking to achieve real-time, zero-length RTOs and RPOs, you can absolutely do so with continuous data protection (CDP).
